Cincinnati voters will decide in 2 weeks if they want to change the way City Council members are elected. Issue 8, if it’s approved, would change the voting system to proportional representation. We discussed PR recently on WVXU's "Impact Cincinnati." But some of you e-mailed after the program saying the issue was confusing and needed more explanation. So we’ll try to answer some questions.
