Competing plans for spending justice stimulus money in Cincinnati

Two Cincinnati Council Members have their own idea about how the city should spend more than $1 million in stimulus money from the U.S. Justice Department. Leslie Ghiz and Greg Harris want to use part of the funding to lease 75 electronic monitoring units for city offenders who are turned away from the overcrowded Hamilton County Justice Center. Ghiz points to statistics for a two week period in March for process only offenders. 787 individuals newly arrested were given their arraignment court date and released. During the same period, 19 inmates serving time for city offenses were released early, and another 52 reported to serve their sentences and were told to come back later. Harris says officials would have to prioritize who gets the devices, but then they could be monitored around the clock. Ghiz and Harris also want to spend about $315,000 to hire 2 additional assistant city solicitors to combat blight and nuisance issues in police Districts 3 and 4. The Police Department had submitted its plan to council for using the federal money a few weeks ago.
