Iraq Reconstruction

Michele Norris talks with retired career ambassador Timothy Carney, who recently spent eight weeks in Iraq working with the Pentagon's Coalition Provisional Authority. He says that reconstruction efforts have been severely hindered by poor communication and flawed policy. He believes that Iraqis must be included in coalition efforts to get the country up and running again.
