Child advocates in Kentucky say a new federal law aims to help at-risk families and prevent youth from entering the foster care system.

While it doesn't provide any new funding, the Family First Prevention Services Act signed by President Donald Trump last year gives states more flexibility in how they spend federal money on child welfare.

Kentucky says it will invest more at the front-end of cases by supporting families with things such as parenting education, substance abuse resources, and mental health services.

Known as "comprehensive support and improvement," or "CSI" schools, one of three ways that an institution can land on this list is by being among the lowest 5% of Title I or non-Title I schools in the state. Schools in Newport Independent, Covington Independent, Silver Grove Independent, and Boone County received such designations.

Kentucky Governor Matt Bevin didn't expect such narrow margins in Tuesday's primary. He managed to win the Republican Party nomination with 52 percent of the vote, to face Attorney General Andy Beshear in November. The victory lays the groundwork for a bitter gubernatorial battle. Beshear has filed several lawsuits against the Bevin Administration. Now the two will spar on the campaign trail.

But, like their more urban peers, the region’s first ring suburbs also experienced a decline in quality of life in the latter part of the 20th century, and were also impacted greatly by the Great Recession.
