UPDATE:
Dayton Police Chief Richard Biehl says the suspect is 59-year-old Neil Moore, a former VA housekeeping employee. The victim is 61-year-old Paul Burnside. He is a VA employee. The shooting took place in a basement break room at the VAMC as Burnside struggled with Moore. It is uncertain if the two knew each other.
A gun, described as a revolver by the FBI, has been found in the suspect's vehicle and is believed to be the weapon in question.
Police went to the suspect's home in Trotwood before he was located at Dayton's Good Samaritan Hospital where he was reportedly seeking psychiatric help.
Chief Biehl says Moore did not resist arrest. Authorities do believe he likely went to the VAMC "with intentionality" but are not speculating on any type of motive.
The entire Dayton VA campus was locked down during the emergency. Hospital officials say the lock down began less than 10 minutes after the shooting was reported. VA CEO Glenn Costie says employees followed the VAMC's emergency plan and sheltered in place.
The FBI is leading the investigation.

Officials say a suspect is in custody following a shooting Monday afternoon at the Dayton VA Medical Center (VAMC).
One person was shot in the ankle and is being treated in the hospital's ER for minor injuries. The suspect was taken into custody at Dayton's Good Samaritan Hospital.
Authorities are doing a precautionary room-to-room search at the Dayton VA Medical Center.
Dayton Police, Fire and SWAT responded to the situation along with hospital security.
On its Facebook page, the Dayton VA says it is not taking scheduled appointments because of the developing situation.
