County balks at city-approved sewer district policy

Hamilton County Commissioners say a Metropolitan Sewer District (MSD) "responsible bidder" construction policy approved by Cincinnati City Council is bad business and they want it gone.

Business owners say the new policy includes criteria that make it impossible for certain companies to win construction bids.

Joe Prus of Prus Construction says his company's won state and national awards for safety.
"We were listed as number one in the nation for our safety program. oddly enough, we are not responsible enough under the current regulations that MSD have in their contracts," he says.

While the county owns the Metropolitan Sewer District, it's operated by the city. Commissioners plan to approve a resolution Monday directing the city to repeal the "responsible bidder policy."
